Malawi Office Celebrates Success

 

Casals staff members in Malawi get the news about Malawi achieving Compact Status under the Millennium Challenge Account, in part as a result of our work there. Since Casals' Strengthening Government Integrity in Malawi (SGIM) project started in April 2006, Malawi’s corruption indicator turned from red to green, and the nation's sovereign credit rating went up from a CCC to a B-.

Millennium Challenge Corporation Threshold Country Program in Paraguay

The U.S. Agency for International Development (USAID) contracted Casals & Associates, Inc. in 2006 to lead a $21.8 million Millennium Challenge Corporation (MCC) Threshold Country Program in Paraguay. The MCC approved the two-year Threshold Country Program (TCP) that the Government of Paraguay (GOP) developed to fight impunity and corruption and strengthen institutions that foster and enforce the formalization of economic activities.

 

The program—a multi-sector initiative to strengthen the rule of law and kindle conditions for business development and economic expansion—is based on a two-pronged strategy for reducing impunity and formalizing the economy. 

 

Casals & Associates is responsible for implementing five program components:

  • Increasing the public ministry's investigative capability and internal controls
  • Increasing the capability of the judicial disciplinary system
  • Strengthening internal control systems and civil society participation in oversight activities at the controller general’s office
  • Strengthening oversight of the public registry to safeguard the integrity of public records
  • Increasing transparency and effectiveness of public finance legislative oversight
